Tisdale Competition Highlights Relevant Student Research Through NPS’ OR Program

Lt. Will Beaumont presents a summary of his operations research (OR) thesis to a panel of judges during the Military Operations Research Society (MORS) Tisdale Competition in Glasgow Hall, Aug. 31. The competition for top OR student thesis is named in honor of Lt. Cmdr. Stephen A. Tisdale, a past graduate who was lost in a military aircraft accident in 1991 while serving with Patrol Squadron 50.

“Thank you for this opportunity to present my thesis research on the U.S. Pacific Command bulk fuel supply chain,” said Beaumont. “In the Pacific Fleet, fuel is purchased and stored regionally. My question asks, what happens when our ability to purchase this fuel is degraded and what effect does that have on supply.”

Beaumont’s thesis, entitled “Reachability Analysis of Bulk-Fuel to Intermediate Transportation-Nodes (RABIT) in USPACOM Using a Design of Experiments Approach,” employed four statistical techniques to analyze fuel types, regional refineries and capacity, location and several other variables.

“What we have found is that some refineries are more important than others. We can focus on the top 11 instead of all 51,” said Beaumont. “And of these 11 refineries, the most important thing is not capacity but rather location.”

Students participating in the Tisdale Competition are nominated by their thesis advisers and approved by the department chair. The four upcoming OR graduates that participated in this quarter’s competition were Beaumont, Lt. Christine Cairoli, Israeli Army Maj. Dor Kronzilber, and Lt. Cmdr. Matthew Schaefer. In the end, it was Beaumont’s analysis of fuel supply in the Pacific theater that took top honors.
